Greetings!
I just saw Thomas Friedman this morning promoting his new book - "Hot, Flat and Crowded". Hot as in warmer, flat as in the rise of the middle class around the world, and crowded as in our large world population. Friedman has always been a great advocate of "ET" - Energy Tech and makes the point that we can lift our economy like we did with IT if we focus on Clean Energy Technology and sell it to the world. Plus, it's healthier and can combat Global Warming. What a great idea!

DEPT. ACCEPTS COMMENTS ON PROPOSED AIR PERMIT AMENDMENT FOR
KANSAS CITY POWER & LIGHT -- IATAN

The MO Dept. of Natural Resources Air Pollution Control Program issued a permit to Kansas City Power & Light in January 2006 for the construction of a coal-fired boiler (Iatan Unit 2), a fuel oil-fired auxiliary boiler, associated storage, handling and pollution control equipment, a fuel oil storage tank and a landfill, all adjacent to Kansas City Power & Light's existing power plant near Weston. This permit is being amended to cover the following:

best available control technology determination for sulfuric acid mist;
-
relocation of the facility fence line;
-
relocation of the diesel-fired emergency fire pump engines and increased capacity;
-
addition of cells to the cooling tower and a decrease in water recirculation rate;
-
changes to new building dimensions and locations;
increases in coal storage pile areas;
-
changes to the landfill dimensions and emission rates;
-
material handling equipment changes;
-
reconfiguration of haul roads and changes to permitted haul road emissions;
-
modification of the Unit 1 boiler feed water pump.
Interested people must request in advance to speak at the public hearing. If the department does not receive requests to speak at the public hearing by noon on Friday, Sept. 19, the department will cancel the hearing. People may also submit written comments to the department regarding any relevant information, materials and views in support of or in opposition to the proposed amendment.
Both requests to speak at the hearing and written comments should be sent to James L. Kavanaugh, Department of Natural Resources, P.O. Box 176, Jefferson City, MO 65102-0176 or by fax to 573-751-2706. Comments may also be sent electronically by e-mail to apcppermitspn@dnr.mo.gov. All written comments must be received by 5 p.m. on Tuesday, Sept. 23. Written comments and oral public hearing testimony are treated with equal consideration.
Colorado Utility Closing Two Coal Plants, Going to Solar

On August 20, the Colorado Public Utilities Commission approved the voluntary decision by power and gas utility Xcel to shut down two of the state's coal powered plants due to public health costs and concerns about CO2 emissions. In its place Xcel will build one of the world's largest utility-scale solar power plants, in addition to adding 850 megawatts of wind energy to its system. "The additional wind and solar provides benefits to the environment, and we look forward to those additions to our system by 2015," said Xcel spokesman Mark Stutz. "Governor [Bill] Ritter last year called for a 20 percent reduction in carbon dioxide emissions by 2020. These closures will reduce our emissions by 1.4 million tons a year and put us well on the way toward meeting the governor's goal."

Renewable Energy Initiative supporters sue to get on ballot

Missourians for Cleaner Cheaper Energy has announced a challenge to the Mo Sec. of State's
decision to keep the initiative off the ballot in November due to a disputed 526 signatures.
Apparently this is common with initiatives and MCCE is confident they will prevail and the
initiative requiring utilities in Missouri to source increasing percentages of their power from
renewable energy will be on the ballot.

A Cole county judge ruled in August against a proposed Confined Animal Feeding Operation near historic
Arrow Rock State Park by ruling no CAFOs within 15 miles of any state park in Missouri.
MO Dept. of Natural Resources promises to appeal the decision. The owner of the proposed
Arrow Rock CAFO has let the construction permit expire. (Editorial comment: Yea!)
